I moved two of my outdoor cameras trying to get motion detection to act faster. They are both set to 100% more videos. When I set them up using the motion detection test the orange led light does comes on. But when I walk in the same area as the test it is not recording video. I did not change my rules, they are setup to record on motion.

When you set the camera up to record... was the "running man" green ??
Green man shows that motion record is active.
If it was on as you say, then describe what you are trying to cover... distances, how high camera, etc
