Trouble setting up with Phone App

I am trying to set my phone up with the app and when I go to setup  it goes to getting started and connect your system.  I can't go any further.

Is the phone on WiFi using your home network along with the base?  For setup, you can't use cell service.  Use of a computer may be easier.
