When the number of "bars" turns red from green, what is that telling me.

It sounds like you may be referring to the WiFi signal strength icon on the cameras screen. Take a look at this article that defines this feature: How do I interpret my Arlo camera's signal strength?
There is also a battery level indicator that when full will show 3 green bars. This indicator will turn red as the battery is depleted.

I am referring to the signal strength. I have 3 red signal bars on one camera that is working ok. The signal bars turned red from green when I hit the icon that looks like a dot inside a circle. Not sure what that icon does.

The "target" icon starts recoding. It sounds like the camera is on the edge of good signal range or the batteries are weak.
