The push notification is active on the website settings. The push notification is active on both the iphone settings and the arlo settings. the background app refresh is on. no push notifications on motion. Just emails. why?

If you receive push notifications at all, that indicates that your rules/settings are configured correctly.
Are you force closing or logging out of the app? The app must be running on your device in order to receive push notifications.
