New Phone app - Backwards Motion icon

I noticed in the new phone application that the motion icon goes from left person standing still to right person running.  Isn't the sensitivity of a 97% mean that the application is recording for slower movements and that a lower 5% would require faster movements.  Therefore I would put a person running on the left and a turtle on the right.  It seems backwards to me i the phone app.
