Are you logged into a shared account that has been given access from a primary account via the Grant Access feature?
If this is the case, the shared account must be given access rights in order to change modes. This can be granted within the Grant Access settings on the primary account.

When opening the app, I can see the following icons: camera, library and settings but not the "mode" icon.
