So if the motion detects is based on infrared emitted by bodies at 98.6 degrees F, how can it work when the outdoor temperature is higher than that? Are the cameras usable in a place like Phoenix?

Arlo cameras are rated to operate in temperatures up to 122°F. For more information take a look at this article: Are Arlo cameras weatherproof?

This is great. Now my question is *how* can this work?? I guess there's something about IR and heat that I completely fail to understand.

I think you'd need to investigate how the sensors actually work.  The physics would be obviously important.

simple answer... IR is not necessarily heat.... two different things
