Is there an Arlo app that is compatible with Samsung Galaxy Tab GT-P7510 wifi, which is running androis ICS 4.0.4? The app on google play store is not compatible.

The app requires at least 4.1 to run. Lower versions will not work with the mobile app.

Maybe not...Just like the Kindle's which are android with a shell, the google apps do not work...
Can you run a pc browser in non -mobile view ?

I have Arlo running on a PC, but wanted to resurrect an old big screen tablet to dedicate as an Arlo monitor. I can root the tablet and install another android ROM, but before I waste any more time, I would like to access detailed info on exactly what firmware Aflo apps are compatible with.

- Don't know about specific device yor using but can say it (Arlo app from Google ) works on android 4.4.2 which is the low end of scale

Rooting an installing an newer OS would certainly work - I have a Nexus 10 doing this. However, you can use a mobile browser for most things that aren't Flash-related. Open your browser and go to https://arlo.netgear.com and when it tells you to download the app use the browser's menu to use the desktop version of the page. You won't be able to live view or use Pan and Zoom but most other sthings should work.
