I am thinking about buying my mother the Arlo system to monitor her own house, with the signals being sent to my iphone to keep an eye on her. With me already having the 5 camera system at no charge, would her cameras I install at her home be counted against me, requiring me to purchase the more than 5 camera plan? Or will her home be considered a different Netgear Arlo protected household?

I believe it is per email address.
However I am not sure if you could say... set up a second email address and then add your email address as a friend and have all the cameras under the same account.
They have probably thought of this though so you will probably have to pay for the service to see more than 5 cameras under one account!

If you want the free/basic service, after 5 you must set up a second account with Email/PW diff from the first.
A few of the browsers do split screens but it will still reqire two log-ins

I'm not sure if you want an entire system for both inside AND outside. Most folks I know who want to monitor their parents obtain them for inside the home monitoring only (i.e., should a loved one fall or otherwise need help).
If this is indeed the case, remember that the new generation Arlo, the "Arlo Q" would be ideal for this. They are available for pre-order now and (I believe) will be available for purchase/actual acquisition next month in January. The main advantages to that camera of course that it will be "ON" 24 hours a day (since it plugs into an electrical outlet instead of needing battery power, there is no real recording limitation) and it has sound. Of course you can also get the first generation battery-powered Arlo cams too (especially for outside the home). Mix and match!
