"Wrong Password" message, Are there password rules?

im trying to set up an account for a friend and when i try to set password it tells me "wrong password"  and wont go any further. Are there password rules. I havent seen any yet?

I could be wrong but believed it needed at least one capilal letter and at least one number

The password requirements are the following:

-Be 6 to 128 characters

-Use at least 1 number

-Use at least 1 upper case letter and 1 lower case letter

-Not contain spaces, and may only use these characters ! @ # $ % ^ & * ( )
