Can both my husband and I get notifications on our phones?  Currently I am the only one getting them.

Assuming you mean push notifications, yes. These notifications are global. It's up to the individual phone settings as to whether they're displayed. A quick thing to try is to reboot the phone and reinstall his app. Check the phone settings for the Arlo app to ensure notifications are allowed.
