The Ir iluminators do have a limited range...
With the Arlos , the light is more center weighted and outdoors it will appear not to cover far...but it will cover just about to the PIR detect range for people about 20ft ( but not really bright )
Indoors, like the garage, the IR will reflect off the walls ,etc and make the illuminators appear brighter.
With the PROs, the illuminators tend to be better placed, giving a more average placed light....

Is Night Vision enabled in Settings, My Devices, your camera? If it is, what is the distance you're trying to cover? The built-in IR illuminators aren't terribly strong because of the battery requirements.

Two things:
1) Make sure Night Vision is enabled. Toggle off and back on. Can you see the dull red glow from the camera when motion is detected?
2) Open a case with support. Might be a bad camera. https://www.arlo.com/en-us/support/contact.aspx
