Why can't I trust my mobile without notifications enabled?

As per subject, when I try and trust my mobile device due to this stupid enforced 2FA, it says I need notifications enabled.

 

Why? I have text message verification enabled so what's the problem?

 

Is this broken implementation the reason that laptops can't be trusted?

Have you checked the default device setting in the 2FA settings?
