James C. provided a good response reference why the Arlo Ultra 4K recording light is meant to stay on:

LThe "glow" you are referring to is likely the IR Led that allows the camera to illuminate its field of view during nighttime recordings or recordings in areas where there is not sufficient ambient lighting to allow visibility.

You can disable these Leds but this will prevent visibility in dark environments. Take a look here for more information: https://kb.arlo.com/3205/Are-the-infrared-LEDs-on-Arlo-cameras-visible-at-night

       I would like to suggest that Arlo create a setting where we can have that recording light off during certain hours and on during night time.   I think it is beneficial to not let people know our recording zone via the light glow,   Perhaps also reducing the brilliance as is done for the baby monitor,
