When 2 phones are set for geofencing, do both need to be out of the zone for settings to change?

Hello- I’m having trouble finding info for my question. When 2 smartphones are set up for geofencing, do they both need to be out of the zone in order for the settings to change? Thanks.

Yes. First one in, last one out is supposed to change the mode as set up.

 

If it is doing anything else something is broken.

 

Which geofencing is at the moment.
