There is a record on movement, lasting for one minute, but in the library the records go not consistently upon the minute, but let's say one record was created at 12:07, and the next one was at 12:11, although it is known that between 12:07 and 12:11 there were some movements, and the camera had to create a record. Why has the problem been occured?

One thing to do is to check the exact time of the videos in the library. The first one, at 12:07 might actually have been at 12:07:58 and re order for 60 seconds to 12:08:58. Then there's a reset time of seemingly a nominal 30 seconds so the next opportunity to record would be 12:09:28 (+/-). Depending on exactly when the movement between the two recordings occurred, the camera may not have been ready to record against, leaving a gap.
You can adjust your recording time longer or shorter to try to reduce the likelihood of this occurring but you won't be able to completely eliminate the possibility. The only Arlo cameras that could help with this are the Q cameras as long as you got the CVR option so you could go back in time to see what was missed.

And if I purchase Arlo Q, will I be able to connect to the Arlo base station?
Will I also be able to browse through videos of Arlo Q video recorder camera upon the minute? And without blanks (without missing anything)?

I understood, that it will be performed through the library. I wonder, whether in the library will be such blanks as it is now, that there is a video for the 12:07 and 12:11, and there is no record in the interval between this time.

I got it, I mean, that if I buy Arlo, will be there a 30secs interval between videos? Or there will be no interval?

There is the reset time which can vary according to specific circumstances. It's usually in the 15-30 second timeframe. So, you will get a blank time between recordings while the camera resets. Of course, after the reset the motion still has to be properly detected so if the subject isn't moving or is doing so in a direction that's hard to detect, it won't record until it can detect the motion. The usual solution is to change recording duration for your circumstances.
The Q cmeras have the ability to record continuously up to 5 minutes as long as motion is detected. Their detection scheme is also different from the wireless cameras (pixl-based rather than using PIRs).
