recently had a series of power bumps to residence, base station quit working, all the lights are green, but the app will not recognize the hub. Tried all the resets, deleted and reloaded the app, removed the base and tried to reload but it will not discover the hub. VPN is off, same router information on phone and the hub.....

The older bases have an issue when the base comes ready before the router after a power outage. A reboot of the router and base, in that order, should fix it. However, since you have already removed the base and are trying to set it up again, that may not be the issue although I'd still suggest it.
In addition, the fact that all LEDs are green means the base wasn't reset properly when it was removed (likely due to the above issue). Press the reset button until the LEDs flash amber and let it reboot to green power and Innternet LEDs (Camera may be off or solid amber) and then try again.
