Just to be clear, power cycling does not reset. There's a reset button that will reset the base to factory conditions while power cycling will just clear out memory and start from a known configuration.

Tried solution provided - power cycling off/on and reset. Still unable to sync.

When you reset, did you also remove all devices in Settings, My Devices? If not, reset again and remove everything. Use the Add Device button in the Devices tab to add the base and sync the cameras. Be sure to only briefly press the base sync button - don't hold it.
