Problem setting up Arlo base station VMB3000

Ive recieved this used unit from my son for personal use. Ive followed the set up per instructions, however, neither my phone or laptop can detect the device. Even after factory resetting the unit. What needs to be done for my personnal devices to be able to detect the Arlo Base Station?

What LEDs are showing on the base and what color? Power should be green.  The Internet one can have 3 possibilities - off (no connection to the router - check for bad cable or port), amber (connected to the router but not to the servers) and green (ready to be set up).
