One blue light then one brief amber light

One of my two cameras is offline.  The batteries have been tested and are fine.  When you open and shut the battery compartment you get one blue light and then one quick flash of the amber light.  All online troubleshooting has been tried.  The camera just won't sync.

pull batteries and get within 10 ft of base unit...

replace batteries, then try a quick press on base sync button then camera button
