After speaking to Netgear support, they believe the VMB3000 base station (for Arlo) does not support a usb device for local storage. Is this true? If it is, I wish Arlo was more clear on this matter, as I would not of purchased. What is the point of having the 2 x usb on the base station, if they don't work?

Good idea with what you suggest. Lot cheaper to do it this way too.

That is correct - there are no local storage options on this base station model.
I know you are disappointed, but the Pro model base has that feature and a built in siren. They are not very expensive, especially when you can find them on sale. If you decide to get the Pro model, remove the cameras from the original base and remove the base.
Then add the new base then add and sync the old cameras to it. Any of the original and pro model cameras will work with all base models, just the Pro model has more features.
Save the old base in case later you need to add a second base to get a stronger signal to the cameras that are farthest from the main base.
