Just put brand new fully charged batteries in camera but says "1% time to change batteries"

Just put brand new fully charged batteries in my wireless camera ... it’s saying 1% time to change batteries !! Checked battery voltage with multimeter 4.7 volts ... any ideas please ???

Make sure that when you install the batteries, do NOT push them down. Let the battery door do the pushing. Also, make sure you're inserting them in the proper polarity. Rebooting the base may be needed, too.
