I get the message that it is unable to claim this device

I bought this used and it won't hook up through the app or my computer...the base station shows up on mynetworks but I can't get into it as it needs a password...did I get ripped off?

You can not use the base as a router...there is no password for the bases.

 

The bases ONLY set up a wifi network to allow the cameras to connect ( no other devices )

Not using it as a router, I am hooking it to the router and it is showing that it is a wireless network. I try to use the app or a computer to set up the cameras and I get the message that it unable to claim this device?....

Ahhh. The system base and cameras are still registered to the original purchaser's account. You need to call Netgear and they will have you provide proof of purchase and other info so then you can 'claim' the devices for your own Arlo account.

As to the other, sorry, but read this ("the base station shows up on mynetworks but I can't get into it as it needs a password")  as you were trying access the base router itself
