How do you set the time ,lenghth of video recording

Hello.  I found the answer on how to set the length of record time for video but my main question is; when I select mode to start the process of changing the record time, the "Mode" screen takes forever to load.  I have been waiting close to ten minutes now as the screen just says "Please wait".

I have tehat happen but not often. Sometimes it works best to close and reopen the app or log out and back in.
