Power cycles of the base are not "resets", which are performed using the reset button.
Have you checked whether you have the latest firmware on all devices? Check the Release Notes forum here. For the iPhone, restart the phone and maybe reinstall the app. Try both WiFi as well as cell service.
It may be time to cut your losses and truly reset to start fresh. To do so, remove all devices in Settings, My Devices. Open and close all battery doors. Hold the reset button until the LEDs flash amber. Use the Add Device button on the Devices tab to add the base and sync the cameras (be sure to only briefly press the base sync button). Check for firmware updates.

Consider power cycling your base station (using the on-off button), allow the base station to come back online and try again.
If you're still seeing the same behavior, consider trying to view from a different device (Arlo app on a mobile device, web client on PC).
