I have installed the new app on my iPhone 5s (iOS 12.4.1)

Every time I want to login I get the message: Your request timed out.

 

I removed the app, install it again and I can't login.

I even changed my password.

I can login from my computer

Do you have two-step verification set up on your account? Have you tried rebooting your iPhone 5S to see if that helps? And is this happening on WiFi and/or cellular data?

  • And is this happening on WiFi and/or cellular data? On WIFI, I do not use data.

Should I reboot the Arlo base?

Rebooting might not affect anything since you're having log in problems. Did you uninstall the Arlo Legacy app? If not, try to remove the app and see if you can log in properly on the new Arlo app.
