Cannot upgrade my Arlo to Elite Lite Annual from Premier Annual

I am trying to add an extra base station, so I tried to upgrade my account subscrption from Premier Annual Plan to Elite Annual Plan. However, the system didn't allow me to upgrade it. In addition, my new base station has been added into my account, so what should I do to add an extra basestation?
