Can Arlo Be Used In A Closed Network With No Internet Access?

Can Arlo be used in a closed network with no internet access? I have it located in a vlan to a remote site but does not have internet access there, will the PC or app find it if looking in the same vlan network?

No, the Arlo system requires the internet.
