Camera says offline but still detects motion and records. Can't view live.

Says offline and can’t make it go live
But still records when it detects movements or audio and you can review the video
This applies to using app or a laptop
Just can’t communicate for setting adjustments or make it record live

What have you tried? Have you rebooted the phone and/or laptop? How about rebooting the base?
