App said, batteries low. I replaced. Camera is hooked up to base. I have open and closed battery doors. I have refreshed. I have turn on and off base. Camera does not show live and the battery level still reads zero. please help before I throw it away... (aggravated)

That's assuming the the camera is a Pro. It would seem that this is the original camera.
Why throw it away when all you need to do is open a case with support in case it's just bad hardware?

If we're talking about Arlo and not Arli Pro here are some possibilities:
1 Replacement batteries are duds. Easily checked if you have another cam
2. Replacement batteries not in right or not making a good contact, such as bottom springs stuck down.
3. If Panasonic batteries, the plastic covering hasn't been removed and is covering the contacts.
