Based on your model number of VMB3000 I am guessing you purchased this system used? If so the problem may be that you need to call Arlo Support to be able to complete the activation. The base stations are tied to an account and cameras are tied to particular base stations. Even if the prior owner removed the hardware from their Arlo account they may still not be available to assign to another account without direct Arlo Support intervention. This is to prevent thieves from being able to use stolen base stations and/or cameras.
So call them and see if that fixes the issue. Not sure this is your issue but worth trying...
