Why don't I have a "Base Station: Home" option under settings? One of my cameras has its motion off so I am unable to get anything recorded

Browser or app?  Did you try the other one? Try logging out and back in.

Yes I have tried all of those, it is also unavailable when you go online or on the computer instead of the app.

Are your cameras giving you any error messages in this current state? Consider power cycling the base station. After the base station comes back online, log in to your Arlo account and see if you can then view the base station.
