Arlo wifi camera reported offline

Camera reports offline in app. Will not sync. Have removed, changed batteries (though were not reporting down), but will not add to system. Other two cameras working normally

You may have a bad camera.  Sounds like you've tried what I would have suggested so your next step is to open a case with support.

all now working again, but this is second time the one cam has struggled... retirement beckons perhaps

Swap cameras around to determine whether it's the camera or location that's at fault.
