Arlo does not discover new base station (VMB4000) during system setup.

During system setup of new base station (VMB4000), Arlo does not discover the base station. I have 3 green led lights but the Internet led alternates between solid green and flashing green. I have attempted multiple setups, but always get intermittent flashing green led on Internet connection. Reset produces the same results.

How are you resetting? You have to hold the reset button until the LEDs flash amber, 10 seconds or more.

All 3 LEDs being green implies the base is already claimed. Is this a new device or refurbished/used?
