Two people have the old Arlo app on their phone and one person has new Arlo app on their phone. The people with old app works properly. The person with new app can’t see anything. How do I fix it

It would appear that you're talking about granting access. If so, everyone has to migrate their UI to the new version that uses Feed to view videos. To do this, choose to add a Pro 5 or security system to their account, even though they have neither. The first step is to cause the migration to occur after which they can simply back out of the bogus install.
Of course, this is a significant change in operation, especially for the primary user (the one who owns the cameras and has shared them to others. Assuming you're the owner, take time to go through everything so you see where things are and how they operate. Know that custom modes don't migrate so you may have to work with the 3 default modes to do what you need. Also, everyone gets a default location called Home so I'd suggest that you rename yours so everyone else knows whose is whose. The guest accounts need to click on Home and choose the bottom entry which will be yours. Then your cameras will show up in their Feeds, etc.
