Arlo 4 camera wire-free system, how do I take a photo from a 10 second video

We would like to take a "photo" from a 10 second video capture to post on a neighborhood website.

We have video of a cat in our yard and would like to find out who it belongs to.  The neighborhood website won't accept a video upload.

I hope I made myself clear, I can explain the goal in more detail if needed.

If your running windows, there is a free included video editor that will pull a single frame from a video.

OR pause the video with the cat and do a screen capture
