Arlo doorbell no call Android

When would press the doorbell button I did not receive incoming calls on my Android S21 when the phone was locked. Calls would only come in when phone was unlocked. I searched these forums and found similar issues but no answer, but did find some clues that solved my issue so sharing my results here. From Android settings under apps, Arlo, app permissions gave the app Phone permission. Then under settings, apps, optimize battery usage I turned Arlo app off so it does not optimize. Now am receiving incoming calls even when the phone is locked.
