Arlo Video Doorbell using a transformer at 15 volts?

I'm testing voltage for Arlo Video Doorbell.  Quick Start notes power requirements are 16 - 24 VAC.   I'm testing at 15 volts.  will system operage at 15 volts?

That's a firm "maybe". I would rather replace the transformer so it's simply not an issue.
