I bought it in the United States and I'm in Brazil but I can't install it, the 2nd Gen model doesn't appear in the app.

It only shows up in the app if it is available in your country.
If you have a US payment method, you could create a US account by using a VPN that terminates in the US.
After that, you would disconnect the VPN, and add the camera to your account. Don't enter the address for your location - it likely won't take one in Brazil, and a fake US address will lock you into the timezone of that address. If the location has no address, you'll be able to set the timezone however you want.
