The app isn't involved with the normal motion-detected recording. The camera detects the motion, streams video to the base, which then forwards that video on to Arlo Cloud.
So if your system isn't recording, then it's not the app. The base or camera might be going off-line, or the camera might be disarmed for some reason.
Geofencing does through a curve into this, as the app is responsible for telling the system when you are home and when you are away.

As long as you're minimizing the app (not force closing it or logging out) you should remain logged in. Some mobile devices have power saving settings that force close idle apps, check your devices settings and make sure Arlo isn't being closed with these settings.
