I can not view recorded images on a Windows 10 PC with a Web based browser, but I can from an Apple iPad on Safari.
Any ideas?

I have a 3rd generation Intel i7 processor listed as 034-----, which is below 10th generation. Will installing the HEVC codec help at all?
Unfortunately, no.

2K and 4K recordings use the HEVC codec - which is not supported in Chrome or Firefox.
Edge on the other hand will often (but not always) play them. You need to be using a PC with at least a 6th generation processor. I also needed to install the Microsoft HEVC windows extension from the Microsoft store ($.099 USD). Some others didn't need the extension, so maybe try accessing the library using Edge w/o it first.
