This is new post on an old problem that was never resolved. I managed to setup local storage on the app, along with port forwarding on my router. IP address of the hub is static. The issue is with the Internal - External ports in the app.

While the ports are matched on the app and router all is good. Local storage access works with cellular coverage. If the house looses power, hub of course reboots. IP address is fine, but the internal - external ports change. Meaning i cannot access the hub until i login back into my router and change the internal - external ports to match the new ones generated from the app. So is there a range of 5 digit numbers that can used in the router like 185600-190000?

That is a bit odd, as usually the IP address is what changes (unless you have reserved it in the router).  Are you perhaps pressing the "refresh ports" control in the app?

You can put the smarthub in the router DMZ - that would forward all unsolicited inbound connection requests to the smarthub.  Of course you are trusting the built-in smarthub security when you do that.

Personally I connect to my home network with OpenVPN (my Orbi router has the server built-in).
