My camera is not connecting to the base. I’ve done all the trouble shooting listed several times. I tried to buy a plan to be able to speak to someone and the system won’t let me because I can’t add the camera.

This is with the VMB4500 base?  Or do you have a different model?  The VMB3000 and VMB3500 bases are not compatible with the Ultras.

Have you tried doing a factory reset on the Ultra 2?  https://kb.arlo.com/000062438/How-do-I-factory-reset-my-Arlo-wire-free-camera

 

Obviously skip the parts about removing it from your account, since it isn't onboarded.

 

Also, if you are trying this from the app, then you might want to try onboarding from your PC browser (my.arlo.com).
