AFAIK, the home security system (keypad+sensors) are only available in the US.  That is why you can't add it to your account.

A work-around some have used is to create an account using a VPN that terminates in the US.  You could then turn off the VPN and you should be able to add the home security system to that account.  You would also need a US payment method if you want to get a subscription.
