Arlo A-4A Battery for Ultra 2 won't recharge (Flashing yellow light)

I got the Arlo Ultra 2 bundle a couple years ago but have never opened or used it for a variety of different reasons until now. 

I am now trying to charge the batteries in the Arlo Dual Charger but the light keeps blinking yellow. Anything I can do about this?

WHat happens if you try charging one installed in a camera?
