Signed up e911 feature. Says activate with a red star?

I signed up for E911 feature, can see it on phone. Now it says activate with a red star. Do I have to hit that to activate on phone or is that the feature for a true emergency. Don't want to hit it if I'm done . Also it grayed out on wife's phone. Do I have to grant her permission?
