The cloud server is not providing local time time settings. My hub is set to Mountain, yet all the records are about +7 hrs. My base hub is reporting accurately. The cloud server is not.  The hub as been reset, but this is on both an Android and Apple iPad.

Seems like a software issue. Great timing during the holidays.

Solution was calling tech support and it took them some time. They pushed new software to the hub. It's a slightly different GUI. But my hub had all the latest updates so that was strange.

So your hub has the proper time zone set but you see wrong times on your videos. Are these as viewed from the app or downloaded? Try both to verify. Also, what about the web client (my.arlo.com)? Are you using local storage also? If so, what do those recordings report, both in-app as well as when viewing on a computer?

What is causing this? Recording using the hub displays local time. But the recording alerts are time stamping this 5+ hrs later. The hub is MST Ultra SmartHub VMB5000

Have you double checked the time zone in the base settings?
