Light Senses Movement But Doesn't Turn On

I have 2 security lights and they are both set up the same.

One light works perfectly... the light turns on when it senses activity.

The second light doesn't turn on.  I have confirmed that it senses motion based on the sensitivity tool but the light doesn't turn on in response to motion.  I know that the light works because I can manually turn it on.

Please help!

Check the setting for the amount of darkness to turn on..... called DAWN TO DAWN SENSOR ( in settings of light )

If the adjustment is incorrectly set or there is too much light in the area, the Spot/Flood light will not turn on.
