Why does my bridge/lights not reconnect after a power outage?

Maybe cause you router rebooted to quickly...
turn of all and in sequence turn on modem, router, base, then plug in bridge. ( allow each to properly boot )

Indeed.
In the past I have seen timing issues with the modem, router and other bits and pieces get out of synch.
When I had a modem/router in modem only mode, it took so long to connect that everything else timed out while waiting for an internet connection. I replaced the modem/router with a modem only box. Much quicker to boot and connect.
If power cuts are a regular event, then the UPS route might be worth investigating.
