Why do ALL of the locally stored videos have a 'motion' label?

The cloud video says 'person' while the same locally stored video says 'motion'.

Shouldn't the locally stored video also say 'person'?

cloud video means you are enjoying the extra features from subscription, including labels like "person".

 

When you have videos stored locally, you are no longer enjoying those subscription features.  you are back to basics -- just motion/audio.

 

Don't forget ARLO is trying all different ways to persuade you joining subscription.

The video is classified by the cloud, and Arlo has chosen not to download the classification tags down to the local storage.  

 

Note there are recordings in local storage that are not in the cloud.  For instance, in most situations the activity zones are also applied in the cloud.  When that is the case, out-of-zone motion recordings are still stored locally.  Also, local recording continues when the cloud connection is down. 

 

So there would be local recordings that couldn't have the cloud classificaton tags applied to them.
